この物件は、ブエノスアイレスの旧海軍整備士学校の複合施設内、旧士官宿舎にある。

ここは、1976年から1983年の民軍独裁政権時代、アルゼンチン海軍の主要な秘密拘置所であった。

軍事政権に対する武装・非暴力の反対勢力を壊滅させる国家戦略の一環として、ESMA（Escuela Superior de Mecánica de la Armada）の将校宿舎の建物は、ブエノスアイレスで拉致された反対勢力を監禁し、尋問、拷問、最終的には殺害するために使われた。（世界遺産センターHPより）
